On July 8, 2016, NFFE 1450 filed an Unfair Labor Practice (ULP) against the U.S. Department of Housing & Urban Development (HUD) for the unilateral change in the way Quality Step Increases (QSI) are provided to NFFE 1450 bargaining unit employees.
In February of 2016 NFFE 1450 demanded to bargain the change in procedure for deciding who gets a QSI and the Agency refused to bargain.
The labor management agreement gives employees the right to choose a cash award or a QSI. No employee was asked to make that choice.
To date HUD has not provided any insight into how employees are selected for the QSI.
This is unacceptable and is evidence that the Agency continues to deal in favoritism when it comes to performance incentives as the Employee Viewpoint Survey results have shown year after year.
NFFE 1450 has been advised that OPM is auditing HUD starting during the week of July 11th on matters connected with performance management. We hope OPM is able to discern how QSI’s have been provided to the “winners”.
